FM Must Enter the GCC Programme Earlier
Facilities mobilisation cannot begin after design is complete

JLL's 2025 FM research found that 84% of 248 surveyed organisations identified operating-cost escalation and budget constraints as a top concern.[7] Cost pressure makes late FM involvement especially risky.
Analysis
Design decisions determine maintainability, spare parts, controls, access, cleaning, safety and service staffing. When operators enter late, they inherit systems they did not specify and documentation they did not assure.
Osmos Global analysis: FM should be a formal workstream from site due diligence onward. Its gates should cover criticality, maintainability, asset data, commissioning, training, vendor mobilisation and operating budgets.
Leadership implications
For project leaders, early FM involvement may increase challenge during design but reduce operational surprise after handover. For service partners, mobilisation should include knowledge transfer and tested escalation. For finance, the operating budget must reflect the promised workplace outcome.

Recommended action. Give the future FM leader approval rights over operational readiness and handover—not merely a consultation role.
