FM Outsourcing Is an Operating-Model Decision
The delivery boundary should follow capability, risk and information— not fashion.

Evidence context
JLL’s 2025 research covers 248 organisations headquartered in more than 20 countries. It reports that 84% of CRE and FM leaders identify rising operating costs and budget constraints as a top concern, while 81% place cost efficiency and budget optimisation among their leading priorities. The report positions outsourcing, supplier consolidation, self-delivery capability and technology-enabled partnerships as major responses.
Those findings explain why outsourcing conversations often begin with cost. They do not prove that outsourcing, bundling or self-performance is universally superior. The survey population is weighted toward the Americas, and the report describes respondent priorities rather than audited savings across equivalent delivery models.
Osmos Global analysis
The first decision should therefore be which capabilities must remain organisationally close. Life-safety accountability, business-continuity decisions, asset strategy, demand management and performance assurance usually require a strong retained team even when execution is external. Routine delivery, specialist labour and scalable transaction processing may be better placed with providers when the market can supply them reliably.
A mature sourcing decision separates governance from labour. Outsourcing work without preserving data ownership, technical authority and escalation rights can reduce headcount while increasing dependency.
Conversely, retaining every task can lock an organisation into fragmented skills, uneven coverage and weak benchmarking.
Osmos Global recommends mapping each service against five tests: business criticality, market depth, information sensitivity, demand variability and the cost of failure. The resulting boundary should be explicit enough that both client and provider know who decides, who performs, who verifies and who owns the record.
Leadership implications
For FM and CRE leaders, the issue is governance before mechanics: establish the operating outcome, evidence standard and risk boundary before choosing the commercial mechanism. Procurement leaders should ensure the evaluation model makes lifecycle value and uncertainty visible. Providers should be asked to demonstrate how their proposed method changes decisions, not merely how it produces reports.
Implementation guidance
Start with one service or decision where current performance can be reconstructed. Record the baseline, ownership, data source, approval route and foreseeable failure modes. Pilot the proposed commercial control, review exceptions with frontline teams, and scale only after the evidence survives finance, technical and user scrutiny. This creates a repeatable operating discipline instead of a one-off sourcing event.
Practical actions
• Define the retained organisation before issuing an RFP. • Classify services by risk and market maturity. • Price transition, governance and exit—not only steady-state delivery. • Revisit the boundary annually as capability and technology change.
Risks, limitations and unresolved questions The cited evidence is a cross-sector survey and provider research. It supports directional conclusions about priorities, not a universal business case for any delivery model.
