Self-Performance Is a Capability Choice

Direct labour can strengthen knowledge and control, but it must be evaluated with the same discipline as outsourcing.

Evidence context

An ABM paper hosted by IFMA argues that a directly employed, continuously trained workforce can improve efficiency, workforce development, knowledge retention and adaptability. JLL also reports that 52% of surveyed organisations prioritise providers with stronger self-delivery capability as a cost measure.

These sources are provider-authored or industry-hosted and should not be treated as independent proof that self-performance always wins. They do identify legitimate operating questions: who holds asset knowledge, how quickly labour can be redeployed, and whether critical work depends on opaque subcontracting chains.

Osmos Global analysis

Self-performance can reduce hand-offs and preserve knowledge when demand is stable and specialist capability can be maintained. It can become expensive when utilisation is low, geography is dispersed or recruitment is difficult. Subcontracting can provide market depth but may weaken visibility and consistency.

The useful unit of analysis is the capability, not the ideological model. An organisation may self-perform critical engineering, outsource high-volume soft services and retain specialist frameworks for intermittent work.

Whichever model is chosen, compare like with like: supervision, training, tools, absence cover, systems, compliance, mobilisation and management overhead must all be included.

Leadership implications

For FM and CRE leaders, the issue is governance before mechanics: establish the operating outcome, evidence standard and risk boundary before choosing the commercial mechanism. Procurement leaders should ensure the evaluation model makes lifecycle value and uncertainty visible. Providers should be asked to demonstrate how their proposed method changes decisions, not merely how it produces reports.

Implementation guidance

Start with one service or decision where current performance can be reconstructed. Record the baseline, ownership, data source, approval route and foreseeable failure modes. Pilot the proposed commercial control, review exceptions with frontline teams, and scale only after the evidence survives finance, technical and user scrutiny. This creates a repeatable operating discipline instead of a one-off sourcing event.

• Map critical skills and knowledge dependencies. • Compare fully loaded delivery costs. • Set minimum training and competence evidence. • Track subcontracting depth and labour continuity.

Risks, limitations and unresolved questions ABM has a commercial interest in the delivery model. Its claims require portfolio-specific validation and should be triangulated with client performance data.
