The FM Knowledge Gap Is an Operational-Risk Problem
Workforce capability should be managed like asset resilience

Facilities operations depend on knowledge that is often local, tacit and difficult to replace: how a critical system behaves, which workaround is safe, which alarm is meaningful and how occupants actually use a space. IFMA's publication on self-performing workforce models argues that direct employment and continuous training can support consistency, knowledge retention and technology adoption.[15] It is a perspective article rather than comparative proof that self-performance is universally superior.
Analysis
The broader risk is clear. Experienced technicians are retiring, digital systems require new competencies and outsourced environments can fragment knowledge across contract boundaries. When knowledge is held by a few individuals or vendors, a personnel change becomes an operational event.
Osmos Global analysis: workforce resilience needs the same discipline as asset resilience. Identify critical roles and single points of dependency. Map task competence, system access and authorisations. Capture failure histories and operating judgement in usable formats. Design overlap and supervised practice before transitions.
The build-versus-buy decision should be capability specific. Self-performance can strengthen control and knowledge; outsourcing can provide scale, specialist expertise and labour flexibility. Hybrid models are common. The governance question is whether the organisation retains enough technical intelligence to specify, assure and improve the service.
Training should be linked to observed risk and workflow change, not generic hours. Measures can include competence coverage, time to independent task performance, repeat failure, first-time fix and the share of critical procedures with a tested successor. In FM, knowledge continuity is part of business continuity.
